Our Team

The ECD Measure group is comprised of professionals with a broad range of expertise working in multi-lateral organizations, research institutions, and philanthropy. The team includes Abbie Raikes, PhD, MPH, Rebecca Sayre, EdM, Kate Anderson, MPP, and Dawn Davis, PhD. Collectively, we possess over 50 years of experience in early childhood development research and policy, global education and health, and measurement. In addition to our core team, we contract with specialized experts as needed.

Originally created to support the implementation of the Measuring Early Learning Quality & Outcomes (MELQO) measures in several countries, our team has worked closely together since 2014. We have successfully completed multi-faceted projects that include tool development, data analysis, convening, training and capacity building, country-level support and dissemination of findings.  We have gained considerable experience in integrating the technical and scientific evidence on early childhood development with country-specific goals and contexts. Our work on MELQO has sharpened our insight into the state of pre-primary education in developing contexts and places us in a position to continue to support stakeholders in the integration of measurement and data use into better decision-making for countries.

The ECD Measure Group is the international arm of the Nebraska Early Childhood Collaborative (NECC), a 501c3 designed to address the needs of early childhood non-profit corporation within the state of Nebraska.
